  3. Read through the instructions:  How to create an account using the Online Portal
  4. For Solar PV Permits please fill out and download the Solar PV Application and submit it with PV Plans via the Cityworks portal. Please be advised that Solar Permits that do not have a completely filled-out application will be rejected. 
  5. To use the MSD online portal for building permits,  you must first create an account -- it's quick and easy. You can apply for a building permit, print the permit and approve construction drawings. You can schedule inspections and view inspection results and comments.  Questions: 385-468-6700
